google app engine - GAE java.lang.IllegalStateException: Must call one of set*BlobStorage() first -

I'm trying to upload using a file Blobstore API GAE. I am getting the following exception when running GAE Server Local (Dev Mode):

I have tried all versions since I am running GAE 1.3.5 but GAE 1.3.0 (first version with Blobstor). I am using the GAE maven plugin:

My form has been written in GWT 2.0.4. Currently, this form is just a file input field that has been submitted.

After getting the form submitted to me, the above exception is found. I'm able to successfully recover an upload url from the Blobstore service.

Everything works fine on GAE, I have verified that nothing has been recorded in my local god and in the blobostore (through the Dev Admin Console). I have a CSV + 1KB ~ but have not tried the other file types / sizes found success, as well as uploading the same file (working on GAE prod).
